2012 September Newsletter

The More the Merrier

Starting with the new competition year, December 1, 2012, the rules of how divisions are offered, split and combined will change.  (2013 rule book changes on USEF website, hereinafter "2013*")

Traditionally, most rated classes require a minimum of three exhibitors for HOTY points to be credited.  GR1113.1

In fact, the popularity of the minimal split division led to the adoption of GR1113.2.b. "At an "A" or "AA" rated hunter/jumper competition where it is required that the division be held over two days, if there are less than three exhibitors the second day, Zone and National Horse of the Year points will still apply." Look for future changes/clarifications to this rule.

In the interest of "greater competition," management will now be required to combine most sections with less than six entries in each split section.

A number of rules require divisions be offered split at "A/AA" shows.  For example:

Junior Hunter - must be split small/large or younger/older at an "A" competition; must be split small-younger, small-older, large-younger, large-older at an "AA" competition. HU118.1.b.

HU111.3 states Junior Hunter sections may be combined if less than 10 entries; this is in conflict with HU118.1  which says sections may be combined if less than 4 entries.  But it will not matter December 1, when sections MUST be combined if less than six entries and MUST be held as offered if at least six entries in each section.  HU111.3 (2013*)

Starting December 1, Children's Hunter MUST be offered in accordance with the specifications of the USHJA zone [in which the competition is held].  See table below. BUT, if there are fewer than six entries in any divided section, the sections must be combined.  If there are at least six entries in each offered section they may not be combined.  HU 111.13 (2013*).

Currently some zones have Children's Hunter as a horse and pony division with possible splits.

Zones 1,2,8,10,11,12 have Children's Hunter as one division.  Zones 3,4,5,6,7,9 have Children's Hunter Horse delineated from Children's Hunter Pony.    HU 111.2  states that "If fence heights are changed to accommodate ponies in Children's Hunter classes, measurement cards in accordance with HU 169 are required for all entries."  What this means is that in Zones 1, 2, and 10 (which change heights for ponies) all entries need measurement cards if the show does not offer and hold split horse/pony sections.

Pony Hunter -   must split Green Pony small-medium / large at an "A/AA" competition; must split Regular Pony small / medium / large at an "A/AA" competition.  HU 116.3.b  If there are at least 4 entries in each section, pony divisions MUST be held as offered.  As of this writing, there is no rule proposed to mandate combining pony sections with less than 6 entries.

Conformation -  may be offered as one division at an "A" competition but must be offered Green Conformation and Regular Conformation at an "AA" competition.  If offered as divided sections (regardless of show rating) and there are at least 5 entries in each section, Conformation MUST be held as offered.  HU 114.1  Beginning December 1, if there are fewer than four horses (i.e., split three-horse sections may not be held) in either section they must be combined.  If there are four or more horses in each section they MUST be held separately.

High Performance must be offered at any A/AA competition and must be offered separate from Green or 1st Year & 2nd Year Green.  HU158.1.a  Combining the High Performance with Green, first with 2nd Year horses if that meets the minimum of three competitors and then further with 1st Year horses if needed to meet the minimum of three competitors is still the rule.  HU 113.6 (2013*)

Currently Performance 3'6 must be held separate from Performance 3'3. Beginning December 1, if there are fewer than six entries in either Performance 3'3 or Performance 3'6 they MUST be combined.  If there are six or more entries in each section they must be held separately.  HU113.7 (2013*)

Amateur Owners after December 1 require a FOUR way split:  AO 3'3 18-35; AO 3'3 36+; AO 3'6 18-35; AO 3'6 36+.  HU118.2.b  (2013*).  But if there are fewer than six entries in a divided  AO 3'6 section, they must be combined.  HU115.1  If there are fewer than six entries in a divided AO 3'3 section, they must be combined.  HU 115.2

Adult Amateurs MUST be offered as one section or split in accordance with the specifications of the USHJA zone [in which the competition is held].  See table below. BUT, if there are fewer than six entries in any divided section, the sections must be combined.  If there are six entries in each offered section they may not be combined.  HU 118.3 (2013*).

By the way, even though the AO and AA divisions must be offered in standard split sections, management may adopt a floating split with the split posted at the competition office.  This "floating" split is available with the 2012 year for AO Hunters (HU 115).  It has been expanded to the AA Hunters starting with the 2013 show year.  HU 118.3.b (2013*)

The new rules also state that at any rating "if there are fewer than six entries in the AO 3'3, AO 3'6 or the Junior Hunter section, these sections MAY be combined.  Any grouping of these sections is acceptable (e.g., AO 3'6 & AO 3'3; or AO 3'3 & JR).

With the new point distribution those who win will get a few more points for each ribbon.  And, horse shows may need to order a few more purple and brown ribbons for the increased class size.  The more variation in the rules (who, what, when, how many) the merrier.
